As Senior Director of Postal Affairs for Quadient, Bob Schimek serves as primary liaison between Quadient and USPS on technical matters affecting the company’s mailing solutions, which include CASS and PAVE certified software, integrated 48-month NCOALink processing and post-sort solutions.
The Postal Service™ was forced to go more than a year and a half with no Board of Governors, which resulted in no promotions being offered to the mailing industry in 2018. After the successful appointment of two Governors, the Postal Service wasted little time in seeking the approval to file for a price change which included a full calendar of promotions for 2019.
Overall there will be six promotions offered in 2019 which many will see are similar to the promotions that were offered in 2017. Some adjustments have been made in terms of duration, the size of the incentive being offered, and Informed Delivery is being separated out as its own promotion.
Earned Value is back again. This is an important promotion for First Class Mail to help slow the decline of mail volume. The incentive for 2019 will be 3 cents per piece. To qualify, your 2019 mail volume has to be at least 95% of your mail volume during the same time period in 2018. The Earned Value promotion will run from April 1st to June 30th, but you will need to make sure you register to be eligible. Registration opens on February 15th and closes on March 31st. Anyone that has steady or growing business reply mail should register for this promotion, otherwise you are walking away from free money.
Another promotion exclusive to First Class Mail is the personalized and preprinted Color Transpromo. This promotion is intended to encourage mailers of bills and statements to invest in color technology and use color messaging. Eligible mailers can earn a 2% discount on postage. This promotion will follow immediate after the Earned Value promotion, starting on July 1st and running through the end of the year (December 31st). Unlike Earned Value, registration will remain open through the entire promotion period. For those that know they will be participating, registration opens up on May 15th.
The Emerging and Advanced Technology promotion is available for both First-Class and Marketing Mail. This promotion is looking to use mobile and other print technologies to offer greater value by engaging customers in new and exciting ways. To help ensure that Direct Mail continues to be a relevant part of the marketing mix this promotion encourages mailers to incorporate technologies such as “Enhanced” Augmented Reality, Virtual Reality and Mixed Reality, Near Field Communication (NFC), Video in Print (ViP) featuring Shoppable Video, Integration with Digital Assistants, and Addressable TV technology application in their direct mail campaigns. Eligible mailers can earn a 2% discount on postage. Registration starts January 15th and will remain open until the end of the promotion. The promotion starts on March 1st and ends on August 31st.
The new promotion for 2019 is the Informed Delivery promotion. This is also available to First Class and Marketing Mail. Mailers are able to take advantage of Informed Delivery campaigns now, but in an effort to increase industry adoption, the Postal Service is offering a 2% discount off postage for mailings that incorporate Informed Delivery campaigns as a component of their mailings. Registration starts on July 15th and will be open until the end of the promotion. The promotion starts on September 1st and ends on November 30th.
The Tactile, Sensory and Interactive Engagement promotion will be available to Marketing Mail only. The mailing industry continues to develop innovations in papers/stocks, substrates, finishing techniques and inks. New print elements can be incorporated in a mail campaign to engage a multi-sensory experience through special visual effects, sound, scent, texture/tactile treatments, and even taste. In addition, interactive mail piece features (such as pop-ups, infinite folds, or other dimensional treatments) can help drive customer engagement. By leveraging advances in print and finishing technology, marketers and mailers can enhance the way consumers interact and engage with mail to drive customer engagement and response rates. Eligible mailers can earn a 2% discount on postage. Registration open December 15th, 2018 and will remain open until the end of the promotion. The promotion starts on February 1st, and end on July 31st.
The final promotion is the Mobile Shopping promotion and will be available to Marketing Mail only. This promotion encourages mailers to integrate mobile technology with direct mail to create a convenient method for consumers to do their online shopping. Eligible mailers can earn a 2% discount on postage. Registration opens on June 15th and will remain open until the end of the promotion. The promotion starts on August 1st and runs until December 31st.
